More FN Education and Climate Change funding!

Hello and good news again today, Funds Fans!  The Government of Canada has announced that additional investments in First Nation education will be implemented through the Strong Schools, Successful Students Initiative and will be administered through the Education Partnerships Program (EPP) and First Nation Student Success Program (FNSSP).  Deadline: January 7th, 2013.

The new initiative is time-limited and will provide eligible recipients of both EPP and FNSSP access to funding for new Structural Readiness activities to strengthen their organizational capacity for the delivery of educational services to First Nation Schools. In addition, the new initiative will provide new funding to support early literacy programming through the FNSSP.

A new planning tool, the Education Organization Planning Tool (EOPT), has been developed to support regional First Nation organizations to reflect on current priorities, map assets, assess needs, and to build an organizational capacity development plan. The completion of a self-assessment using the EOPT tool is encouraged for those organizations who wish to seek funding for structural readiness activities. However, if an organization has used other organizational capacity tools or has an education capacity development plan, these will also be accepted.

Support for previous activity areas under the EPP and the FNSSP are also continued through this Call for Proposals.  The EPP is an opt-in proposal-based program that supports the establishment of tripartite education partnerships where they do not already exist, provides impetus for more joint activities, and seeks to strengthen the readiness of First Nation organizations for the delivery of education services to First Nation schools.  The FNSSP is an opt-in proposal-based program that supports First Nation education organizations (kindergarten to grade 12) in developing and implementing three interrelated components: school success plans, student learning assessments and performance measurement. These three interrelated components in turn help educators to plan and make improvements in the three priority areas of numeracy, literacy and student retention.

Important:  One-time funding support, for up to $40,000, will be made available from October to December 2012 for regional First Nation organizations to complete the new Education Organization Planning Tool in order to prepare proposals for structural readiness activities based on the results of the organizational self-assessment. To access the one-time funding support, please provide a submission (no longer than 2 pages) that describes the proposed activities and costing to implement the new Education Organization Planning Tool in consultation with communities and/or other regional organizations.

Also today, please note that in addition to AANDC’s Climate Change Adaptation Program which closed on September 26th, Health Canada is also offereing a Climate Change and Health Adaptation Program for Northern First Nations and Inuit Communities.  Maximum Grant:  $500.00 – $200,000.00/community.  Deadline: Monday, January 21st, 2013.

This program will support traditional and/or innovative ways of researching the human health impacts of climate change. Some specific research areas/issues related to human health and climate change can include but are not limited to:

  • warmer and more unpredictable weather patterns
  • travel safety
  • irregular water conditions and risk of illness
  • decreased access to traditional/country foods
  • impacts of invasive species on wildlife and/or plants
  • altered lifestyles or cultural activities
  • contaminant release due to melting permafrost
  • increased coastal erosion and safety
  • increased UV exposure

Health Canada can fund only one year at a time. You must re-apply the following year with no guarantees of funding if you are interested in doing multi-year projects.  This program involves a competitive proposal selection process, not all eligible proposals received may be funded.

Eligible candidates are as follows:

  • Communities or community members that apply must be Northern (Northern” meaning that applicants must be located north of 60oN or if south of 60oN situated in the Continuous Permafrost Zone. This would include Nunavik and Nunatsiavut as well as northern parts of British Columbia, Ontario, Manitoba, Quebec, and Labrador.)
  • First Nations or Inuit. This includes First Nations and Inuit in Canada (i.e., Communities, Bands, District, Tribal Councils and Associations, Inuit Associations, Councils and Hamlets).
  • Non-governmental and voluntary associations and organizations, including non-profit corporations that work on behalf or in partnership with a First Nations or Inuit community are also eligible. The community must identify them as partners in the research.

AANDC encourages communities to communicate with their appropriate authorities/community representatives with regards to any approvals needed for their proposed research.
